The Trump administration was also studying the formation of a cell made up of the United States, Lebanon, and Iran to monitor ceasefire compliance in Lebanon.

Iran’s hardline parliament speaker and chief negotiator Mohammad Bagher Ghalibaf characterized the Islamabad memorandum on Iranian television as representing what he called a declaration of American defeat, claiming the deal resulted from Iranian resistance rather than pressure from the United States.

The dispute over IAEA access goes to the heart of the entire rationale for the U.S.-Iran conflict. If Iran is not prepared to grant meaningful nuclear inspections as part of a ceasefire agreement, the core objective that the Trump administration cited when launching military operations in February 2026 remains unresolved. How this tension is managed in the coming weeks will define whether the 60-day window produces a genuine agreement or collapses.

Economic and Global Context

The International Maritime Organization stated that the U.S.-Iran agreement has cleared the way for the evacuation from the Persian Gulf region of more than 11,000 stranded seafarers who had been unable to leave since restrictions on the Strait of Hormuz were put in place. The evacuation was to be carried out in close cooperation with Iran, Oman, all other coastal states in the region, the United States, and the maritime industry.

The cadence of vessels transiting the Strait of Hormuz had remained relatively steady in recent days. Before the war, an average of 110 vessels transited the strait daily. A conflict between Trump and Israeli Prime Minister Benjamin Netanyahu has become increasingly open during this process. Trump said of Netanyahu recently that he is a very difficult person. On its side, Israel’s far-right national security minister wrote on social media that Trump’s agreement does not bind Israel and that Israel is not a partner to an agreement that does not ensure Israeli security.

For American businesses and global supply chains, the stakes are enormous. Full restoration of Strait of Hormuz traffic would stabilize energy markets, but every day of uncertainty prolongs the economic disruption.
